Peter Harrison is a founding partner at Miller Harrison, where he focuses his legal superpowers on community association law. He represents condominiums, PUDs, and HOAs across Utah, helping them navigate the joys (and chaos) of shared living, bylaws, and that one guy who insists the rules don’t apply to him.
Peter’s legal work includes:
- Litigating construction defect cases (a.k.a. “who thought stucco over cardboard was a good idea?”)
- Collecting delinquent assessments (yes, Steve, you do have to pay for the pool)
- Drafting and enforcing governing documents
- Advising boards on governance, disputes, and strategy—ideally before the next emergency board meeting at 11 p.m.
He also handles business disputes, particularly around non-compete and non-solicitation agreements, proving he’s skilled in both community harmony and corporate warfare.
Peter was regularly been named one of Utah’s Legal Elite and been rated a Super Lawyer—meaning at least a few people outside his immediate family agree he’s pretty good at what he does.

Peter is the past President of the Utah Chapter of the Community Associations Institute (CAI), and he’s been deeply involved in shaping HOA law in Utah.
He has:
- Lobbied the legislature (politely and with purpose)
- Spoken at countless events where he makes CC&Rs almost sound exciting
- Helped boards enforce rules while keeping the peace (and the lawsuits to a minimum)
If there’s a nuanced argument about flagpoles, fire pits, or pet chickens, Peter has probably heard it—and written a memo about it.
When he’s not reading governing documents or untangling community disputes, Peter is spending time with his wife and three daughters, all of whom already negotiate better than most HOA boards.
He’s a diehard Utah Jazz and Utes fan. He’s also a world traveler (in theory), a part-time foodie (especially if it’s Italian), and a full-time believer that everything goes better with pasta.
